Experience:
One year of specialized experience which includes (1) Experience with applying qualitative and quantitative analysis such as literature search, work measurement, productivity charting, and flowcharting of work processes and calculation of statistical processes. (2) Experience with theories and principles of management and organization involving manpower practices and procedures. (3) Knowledge of the principles of management and practices of sound organizational and position structure in order to design organizations, (4) Proficient with Microsoft Office products. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in statistics, business administration, management, or other fields related to the position to be filled. OR Combination of Education and
Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. At the GS-11 level Specialized
Experience:
One year of specialized experience which includes (1) Experience in using qualitative and quantitative analysis techniques; 2.) Experience in preparing and presenting briefings; 3.) Understanding of performance and/or production standards and principles in relationship to manpower, 4.) Experience conducting cost benefit analysis and experience monitoring program operations for manpower needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in statistics, business administration, management, or other fields related to the position to be filled. OR Combination of Education and
Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 for the GS-09) (GS-09 for the GS-11).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
